يهود اليمن يأملون من مؤتمر الحوار تشريعات تتيح لهم المشاركة السياسية وتحسين وضعهم التعليمي والاقتصادي

في تقرير جديد لها ضمن حملة "أنا يمني"   منظمة "سواء": يهود اليمن يأملون من مؤتمر الحوار تشريعات تتيح لهم المشاركة السياسية وتحسين وضعهم التعليمي والاقتصادي   أكد تقرير صادر عن منظمة سواء لمناهضة التمييز أن أبناء الطائفة اليهودية في اليمن يتطلعون من مؤتمر الحوار الوطني إلى تشريعات جديدة تتيح لهم المشاركة السياسية وتحسن من مستواهم التعليمي والإقتصادي. وقال التقرير: إن التشريعات الحالية تمنع المواطنين اليهود من حق المنافسة على أي من المناصب الانتخابية، وأن مشاركتهم السياسية تقتصر على مجرد التصويت فقط، وهو ما اعتبرته المنظمة انتهاكا لحقوق المواطنة المتساوية، ومخالفة لمبادئ ومواثيق الأمم المتحدة التي صادقت عليها الجمهورية اليمنية. ويعد تقرير منظمة سواء لمناهضة التمييز هذا هو الثاني منذ إطلاق المنظمة لحملتها الإعلامية "أنا يمني" في 7 أكتوبر الماضي، الهادفة إلى إيصال صوت الأقليات السكانية  إلى مؤتمر الحوار الوطني، وإيجاد إجماع شعبي داعم لمطالب هذه الفئات في المؤتمر. التقرير تناول أوضاع المواطنين اليهود في اليمن، وآمالهم من مؤتمر الحوار الوطني وأهم المشاكل التي تعانيها هذه الطائفة، ومالذي يجب على المؤتمر تجاهها. ووفقا للتقرير فإن "الدستور اليمني يحمل الكثير من التناقضات، ففي الوقت الذي يؤكد على المواطنة المتساوية والتزامه بالإعلان العالمي لحقوق الإنسان تحوي مواده على فقرات تمنع يمنيين من ممارسة حقهم في المشاركة السياسية". وأكدت نتائج التقرير أن الحكومة اليمنية لاتولي اهتماما بتعليم أبناء هذه الطائفة، ولم تعمل على استيعاب أبنائها في القطاعات الحكومية كموظفين للتخفيف من حالة الفقر التي تعيشها. ووفقا للتقرير فإن أبناء الطائفة اليهودية في اليمن يعتمدون على الحرف التي يمتهنونها كمصدر أساسي للدخل، ويغلب على هذه الطائفة الفقر المدقع، كما يتعرض أبناء هذه الطائفة لمضايقات مجتمعية ارتفعت وتيرتها بانتشار شعارات تحريضية ضدها مؤخرا أثارت الخوف في أوساطها على مستقبل بقائها في هذا البلد. وأكد التقرير أن السلطات الأمنية في صنعاء تفرض على اليهود المقيمين في مدينة سعوان السكنية إجراءات مشددة، تتناقض مع حقوق المواطنة المتساوية، وتنتهك الدستور اليمني والمواثيق الأممية. وأشارت منظمة سواء لمناهضة التمييز إلى التناقص المستمر في أعداد اليهود اليمنيين، نتيجة عملية التهجير السرية التي تنفذها منظمات غربية ناشطة في هذا المجال. وقال: إن عملية الهجرة الواسعة لهذه الطائفة أثار قلق حاخام الطائفة اليهودية يحيى يوسف من انقراض هذه الطائفة بشكل كامل من اليمن، إذا لم تعمل الحكومة اليمنية شيئا يضمن بقاءهم في بلدهم الذي يفضلون العيش فيه. وأكدت منظمة سواء لمناهضة التمييز في تقريرها وجود إجراءات أمنية مشددة بحق اليهود المقيمين في المدينة السكنية بصنعاء تنتقص من حقوق مواطنتهم، وتتعارض مع المواثيق الرسمية في البلاد، وكذا ميثاق الأمم المتحدة والإعلان العالمي لحقوق الإنسان. وقال التقرير: إن وزارة الداخلية اليمنية تمنع على أبناء الطائفة اليهودية مقابلة وسائل الإعلام أو المنظمات المدنية بذريعة الحفاظ على أمنهم، وتشترط على المنظمات المدنية ووسائل الإعلام تراخيص صادرة عنها لمقابلة اليهود. وأشار التقرير إلى أن المنظمة طلبت من وزارة الداخلية ممثلة بوزيرها عبدالقادر قحطان رفع الإنتهاكات الحقوقية بحق اليهود المقيمين بسعوان والمفروضة عليهم منذ العام 2007م، إلا أنها رفضت الإستجابة لتلك المطالب، واكتفت بعدم الرد عليها. ورصد تقرير منظمة سواء لمناهضة التمييز مخاوف لدى الطائفة اليهودية المقيمة بمدينة سعوان السكنية من إرغامهم على العودة إلى صعدة، حال لم يتقيدوا بالإجراءات الأمنية المفروضة عليهم، ما جعلهم يشعرون بالخوف من مقابلة وسائل الإعلام أو منظمات المجتمع المدني المهتمة بشأنهم. وتحدث التقرير عن نظرة سلبية عامة لدى غالبية المجتمع اليمني تجاه المدافعين عن حقوق هذه الأقلية السكانية، إذ غالبا ما يواجه المدافعون عن هذه الأقلية تهما بالعمالة، وتثار الشكوك حول جدية المدافعين عن حقوق اليهود، الأمر الذي يجعل العمل في هذا المجال محاطا بالكثير من المخاطر - حسب التقرير. وأكد التقرير أن كثيرا من الملتزمين دينيا من أبناء المجتمع اليمني ينظرون بإيجابية للمدافعين عن حقوق اليهود، ويؤيدون حصولهم على حقوق مواطنة متساوية، على عكس ما يشاع، لكنهم لايريدون إثارة مثل هكذا قضايا.  مشيرا إلى أن عدم وجود دور توعوي لدور العبادة بكيفية تعامل الدين الإسلامي مع الأقليات الدينية سمح بانتشار ثقافة متشددة مغلوطة تجاه هذه الطائفة والناشطين الحقوقيين في هذا المجال. ويأتي تقرير منظمة سواء لمناهضة التمييز الثاني في إطار حملة المنظمة الإعلامية "أنا يمني" لإيصال مطالب الأقليات السكانية إلى مؤتمر الحوار الوطني. وتنفذ حملة "أنا يمني" على ثلاث مراحل .. الأولى تتمثل في تعريف المجتمع بمطالب هذه الفئات، ونقل معاناتها إلى مؤتمر الحوار الوطني، فيما تتمثل المرحلة الثانية في حشد الدعم المجتمعي لمطالب هذه الفئات عبر وسائل الإعلام من خلال استخراج مواقف مساندة لمطالب هذه الفئات السكانية وبما يجعل منها التزاما أدبيا على فئات المجتمع المختلفة يجب تحقيقها في مؤتمر الحوار الوطني، أما المرحلة الثالثة فهي عبارة عن حملة إعلامية ميدانية من خلال بوسترات ولافتات هدفها التوعية بمطالب هذه الفئات من مؤتمر الحوار الوطني، وتعزيز الوعي المجتمعي بقيم التعايش والقبول بالآخر.

In a new report for "I am Yemeni" campaign     "Sawa'" Organization: Jews of Yemen are hoping, from the National Dialogue Conference, legislations that allow them to political participation and improve their educational and economical situations   A report, issued by Sawa'a Organization for Anti-Discrimination, assured that members of the Jewish denomination in Yemen are looking forward to new legislations in the National Dialogue Conference that allow them to political participation and improve their educational and economical level.   The report said: The current legislations prevent Jewish citizens of the right to compete for any of the elective positions, and their political participation is limited to voting only, which was considered by the organization as a violation of the equal citizenship rights, and contrary to the principles and conventions of the United Nations ratified by Republic of Yemen.   The report of Sawa'a Organization for Anti-Discrimination considered to be the second one since the organization launched its media campaign "I Am Yemeni" in 7th October, aims at conveying the demographic minorities' voice to the National Dialogue Conference and creating a popular consensus to support the demands of these groups at the conference.   The report dealt with the situation of Jewish citizens in Yemen, their hopes from the National Dialogue Conference, the most important problems experienced by this denomination, and what should the conference do for them.   According to the report, "the Yemeni constitution carries a lot of contradictions, while it emphasizes on the equal citizenship and maintains the Universal Declaration of Human Rights, its articles contain items that prohibit Yemenis from practicing their rights to political participation."   The results of the report confirmed that the Yemeni government doesn't have an interest in the education of the children of this denomination, and did not work to accommodate their members in the government sectors as employees to alleviate the poverty that they live.   According to the report, the Jewish denomination in Yemen depend on the crafts that they practice as primary source of income, and this denomination is overcame by extreme poverty as they are also exposed to community harassments that Increased since the spread of provocative slogans against them recently that raised fear among them about their future survival in this country.   The report emphasized that the security authorities in Sana'a imposed strict measures on Jews living in the residential city Sawa'an that contrary to the equal citizenship rights, and violate the Yemeni constitution and UN conventions.   Sawa'a  Organization for Anti-Discrimination pointed to the continuous decline of the Yemeni Jews' number, as a result of the confidential displacement process carried out by western organizations active in this field, and it said: The large migration process for this denomination made the rabbi of the Jewish denomination ,Yahya Yusuf,  anxious that this denomination  becomes extinct completely from Yemen, if the Yemeni government does not do anything that ensure their survival in their own country, in which they prefer to live.   Sawa'a Organization for Anti-Discrimination confirmed in its report that there are strict security measures on Jews living in the residential city in Sana'a that detract from their citizenship rights and that are inconsistent with the country's official conventions, as well as the United Nations conventions and the Universal Declaration of Human Rights.   The report said: The Yemeni Interior Ministry prevents the Jewish denomination members from meeting media or civic organizations on the pretext of maintaining security, and requires civil organizations and media means to have licenses issued by the ministry to meet Jews.   The report pointed out that the organization has demanded the Ministry of Interior ,represented by the minister Abdulqader Qahtan , to stop human rights abuses imposed on Jews ,who resident in Sawa'an , since 2007, but the ministry refused to respond those demands.   The report of Sawa'a Organization monitored concerns in Jewish denomination, residents in the residential city in Sawa'an ,of forcing them back to Sa'ada, if it does not abide to the security measures imposed on them, that makes them feel scared of meeting media means or civil society organizations interested about them.   The report spoke of a public negative view on the major of Yemeni society towards human rights defenders for this demographical minority rights. Often defenders for this minority are accused by being agents, and doubts rose about the seriousness of human rights defenders of Jews, which makes working in this area surrounded by a lot of risk -according to the report.   The report confirmed that many of the religious devout from the Yemeni society sons look positively to the defenders of Jews' rights, and support their access to equal citizenship rights, unlike the rumors, but they do not want to raise such issues.   it pointed out that the lack of an awareness in worship places on how Islam dealt with religious minorities, allowed the spread of a militant false culture toward this denomination and human rights activists in this field.   Sawa'a Organization for Anti-Discrimination's report comes as the second one in the frame of the organized media campaign "I Am Yemeni" to convey the demands of the demographical minorities' demands to the National Dialogue Conference.    "I Am Yemeni" campaign is implemented in three stages. The first is represented in defining the community with the demands of these groups, and conveying their suffering to the National Dialogue Conference. While the second is represented in mobilizing the community support to the demands of these groups through media means by extracting supportive positions to the demands of these demographical minorities that make them a moral commitment on the different segments of society must be achieved in the National Dialogue Conference. The third stage is a field media campaign that will be implemented through posters and banners aims at making awareness of the demands of these groups from the National Dialogue Conference, and promoting the community awareness of the values of coexistence and accepting the others.
