استياءً واسع لدى "المهمشين" لعدم إشراكهم في مؤتمر الحوار في اليمن

في تقرير صادر عنها ..   منظمة حقوقية: وجدنا استياءً واسعا لدى "المهمشين" لعدم إشراكهم في مؤتمر الحوار رغم الآمال   (تريد هذه الفئة من مؤتمر الحوار الوطني إدماجها مجتمعيا وجعل التعليم إلزاميا وإنشاء حزب سياسي خاص بها والحد من هجرتها الداخلية)   كشف تقرير صحفي أعدته منظمة سواء لمناهضة التمييز عن استياء واسع في أوساط فئات "المهمشين" أو ما يسمى بالاخدام لعدم إشراكهم في أي من فعاليات الحوار الوطني أو التواصل معهم للمشاركة في المؤتمر. وأكد التقرير أنه لمس إهمالا من قبل اللجنة الفنية للحوار الوطني لهذه الشريحة المجتمعية الهامة، وعدم وجود تواصل معهم لإشراكهم في فعاليات مؤتمر الحوار، فضلا عن إسقاطهم من المشاركة في اللجنة الفنية. وأطلقت منظمة سواء لمناهضة التمييز في 7-10-2012م حملة (أنا يمني) الإعلامية لإسناد الأقليات السكانية في مؤتمر الحوار الوطني الذي سينطلق في نوفمبر القادم، بهدف إيصال مطالب الأقليات السكانية إلى مؤتمر الحوار، وإيجاد إسناد شعبي لتلك المطالب. ووفقا للتقرير فإن هذه الفئة تعاني تهميشا حكوميا ومجتمعيا عزز لديها الشعور بالضعف، كما أسهمت سياسات حكومية غير متعمدة في تعزيز تلك العزلة من خلال حصر عملها في مهن محددة، وعدم إدماجها في بقية قطاعات الدول ولخص التقرير مطالب هذه الفئة من مؤتمر الحوار الوطني في إشراكهم في المؤتمر، ورفع مستواهم تعليميا، وإدماجهم مجتمعيا ووظيفيا، وإنشاء حزب سياسي خاص بهم، وإشراكهم في كافة الوظائف الحكومية. وطالب ناشطون في هذه الفئة بضرورة جعل التعليم إلزاميا لهم باعتباره الوسيلة المثلى لإدماجهم، والعمل على إعادة توطين المجتمع بما يضمن حالة الدمج والحد من هجرة هذه الفئة وتوفير الخدمات اللازمة لهم في مناطقهم لإيقاف هجرتهم. وبناء على التقرير فقد لمس فريق حملة (أنا يمني) لمنظمة سواء لمناهضة التمييز "عدم وجود أي اهتمام حكومي بتنمية هذه الفئات، وغياب العمل السياسي للأحزاب في أوساط هذه الفئة واقتصاره على مواسم الانتخابات". وقال: التقرير إن "كثير من المشاريع التي تقوم بها منظمات محلية أصبحت غير مفعلة، إذ يتم حجز مباني خاصة بأنشطة تلك المؤسسات، لكنها مغلقة ولاتفتح إلا أثناء الانتخابات". ونقل التقرير على لسان ناشطين في أوساط هذه الفئة "وجود نشاط لجماعات مسلحة استغلت حالة الفقر والأمية المتفشية فيها خصوصا في محافظتي حجة والحديدة، كما يتم استغلالها من قبل عصابات المخدرات والتهريب، وتهريب الأطفال". ووفقا للتقرير فإن "هذه الفئة تحمل نظرة سلبية عن الأحزاب ويقولون إنها لاتوليهم أي اهتمام، وفي المقابل يشكون من استغلال لأصواتهم أثناء الانتخابات، كما لايسمح لهم بالمنافسة في الانتخابات". التقرير أكد أن "غالبية هذه الفئة تعمل في قطاع النظافة، فيما تعتمد كثير من الأسر على التسول لتغطية احتياجاتها". وقال: إن القطاع الخاص أسهم إلى جانب الحكومة في تعزيز العزلة المجتمعية من خلال استيعاب أبناء هذه الفئة في النظافة لا أكثر، حتى وإن تم تجنيدهم فإنه يتم استيعابهم في مهام النظافة  في المعسكرات". ويأتي تقرير منظمة سواء لمناهضة التمييز ضمن حملة (أنا يمني) الإعلامية الهادفة إلى إيصال صوت الأقليات السكانية في اليمن إلى مؤتمر الحوار الوطني. وتستهدف الحملة فئات المهمشين (الأخدام)، واليهود، كما أنها تسعى للوصول إلى جميع فئات المجتمع اليمني. وتنفذ على ثلاث مراحل. ووفقا لأشواق الجوبي المدير التنفيذي بمنظمة سواء فإن المرحلة الأولى "تتمثل في تعريف المجتمع بمطالب هذه الفئات، ونقل معاناتها إلى مؤتمر الحوار الوطني، فيما تتمثل المرحلة الثانية في حشد الدعم المجتمعي لمطالب هذه الفئات عبر وسائل الإعلام من خلال استخراج مواقف مساندة لمطالب هذه الفئات السكانية وبما يجعل منها التزاماً أدبياً على مختلف فئات المجتمع يجب تحقيقها في مؤتمر الحوار الوطني". أما المرحلة الثالثة - بحسب الجوبي – فهي عبارة عن حملة إعلامية ميدانية من خلال بوسترات ولافتات هدفها التوعية بمطالب هذه الفئات من مؤتمر الحوار الوطني، وتعزيز الوعي المجتمعي بقيم التعايش والقبول بالآخر. وأشارت - المدير التنفيذي بمنظمة سواء لمناهضة التمييز - إلى أن "الحملة الإعلامية ستستضيف نحو 50 شخصية يمنية من مختلف الأطياف من سياسيين وعلماء ومشائخ وأكاديميين وحقوقيين وإعلاميين ونقابيين وبرلمانيين وعسكريين وقانونيين وفنانين، بما يسهم في تحقيق الدعم الشعبي لمطالب هذه الفئات". وقالت الجوبي: إن الحملة تقام بجهود ذاتية من قبل القائمين على المنظمة. مشيرة إلى أن المنظمة لا تمانع من تحقيق شراكة تسهم في تعزيز قدراتها بتنفيذ هذه الحملة التي ستستمر لأشهر، مؤكدة أن المنظمة تسعى لتكون هذه الحملة هي الأوسع، سواء من حيث وصولها إلى شرائح المجتمع أو من حيث التفاعل الإعلامي معها.

(this category wants from the National Dialogue Conference to be community integrated , make education compulsory , create their own political party and reduce their internal migration) A press report, prepared by Sawa'a Org. For Anti-Discrimination, revealed a broad dissatisfaction among the "marginalized" groups or so-called "Akhdam" for not involving them in any of the National Dialogue activities or communicating with them to participate in the conference. The report assured that it has been noticed negligence by the technical committee of the National Dialogue for this important societal segment, absence of communicating with them to involve them in the dialogue conference activities, as well as overthrowing their participation in the technical committee. Sawa'a Organization for Anti-discrimination launched a media campaign " I Am Yemeni" in 07/10/2012 for supporting the demographic minorities in the national dialogue conference, which will be launched in the coming November, in order to convey the demands of the demographic minorities to the conference of dialogue, and create a popular support for those demands. According to the report, this category suffers governmental and community marginalization that reinforced their feelings of weakness, while the non deliberate governmental policies have also contributed to promote that isolation by limiting their work in certain professions, and not being integrated in the rest of the country sectors. The report summarized the demands of this category from the national dialogue conference in involving them in the conference, raising their educational level, integrating them societally and functionally, establishing a political party of their own, and involving them in all government jobs. Activists in this category demanded the necessity of making education compulsory for them as the best way to integrate them, working on resettling the community to ensure the case of integration, reducing migration of this category and providing them with the necessary services in their areas to stop their migration. According to the report, the campaign "I AM Yemeni" team of Sawa'a Organization for Anti-Discrimination noticed the absence of any government attention to improve these categories, and the absence of political parties works among this category that is confined to election seasons." The report said "many of the projects undertaken by local organizations have become none activate, as private buildings for activities of these institutions have been booked, but they are closed and have opened only during the elections." The report quoted from activists among this category "there is activity of armed groups exploited the situation of poverty and rampant illiteracy, especially in the provinces of Hajjah and Al-Hodeidah , that is exploited too by drug , smuggling, and children trafficking cartels." According to the report, "This category has a negative perception about the parties and they say that they are not interested in them, in turn, they complain of exploiting their votes during the elections, and they are not allowed to compete in the elections." The report confirmed that "the majority of this group are working in the cleaning sector, while many families rely on begging to meet their needs." .The report said: The private sector, besides the government, contributed in reinforcing the community- isolation through accommodating sons of this group only in cleaning and no more, even if they were recruited, they are accommodated in the cleaning tasks in the camps. " Sawa'a Organization for Anti-Discrimination report comes within the media campaign (I Am Yemeni) that aims at conveying the voice of the demographic minorities in Yemen to the national dialogue conference. The campaign targets the marginalized groups (Akhdam) and Jews, as it is seeking to reach all Yemeni society groups. It is implemented in three phases. According to Ashwaq Aljobi, the executive manager of Sawa'a Organization for Anti-Discrimination, "the first phase is to define society with the demands of these groups and transfer their suffering to the national dialogue conference, while the second phase is to mobilize community support to the demands of these groups through the media by extracting supporting attitudes for the demands of these demographic groups which will be considered as an ethical obligation by the various community categories that must be achieved in the National Dialogue Conference." The third phase, as Aljobi said, is a field media campaign that will be implemented through posters and banners aim to raise awareness about these groups' demands from the National Dialogue Conference and promote community awareness about coexistence and acceptance of other values. She pointed , "the media campaign will host about 50 Yemeni figures from various shades of politicians, scholars, sheikhs, academics, rights activists, journalists, unionists, parliamentarians, militaries, legists and artists that contribute to achieve public support for the demands of these groups." Aljobi said that the campaign held by self-efforts of those on the organization. She stated that the organization doesn't mind to achieve partnership to contribute in strengthening the capabilities of the organization in implementing this campaign, which will continue for months. She confirmed that the organization seeks that this campaign to be broader, either in terms of access to segments of society or in terms of media interaction with it.
